1302.20 SAFETY MEASURES IN ALL CONDOMINIUM DEVELOPMENTS.
   The following provisions shall be applicable to all condominium developments within the City and existing developments within six months of the effective date of this section except as otherwise provided herein:
   (a)   Exterior Doors and Lobby Doors. Exterior doors, doors leading to garages and interior lobby doors shall have a self-closing door closer unit attached, operable from the inside only. All such doors except exterior lobby doors shall have a self-locking spring latch lock with a latch guard and nonremovable hinge pins. Such equipment shall be maintained in proper working order.
   (b)   Exterior Suites. Exterior suites leading to a main hallway or to the outside shall have a dead bolt lock with a one inch throw. If the door has a glass inlay, or there is a glass panel next to the door, then a double cylinder dead bolt lock is required. If the door is solid or has an opaque glass inlay, then a 180 degree one-way peep hole is required.
   (c)   Intercom Systems. Any existing condominium development having an intercom system shall maintain the system in operable condition at all times. All future condominium developments, other than townhouses and conversion condominiums where, in the opinion of the Building Commissioner, such is not possible, shall be required to install an intercom system and to maintain same at all times.
   (d)   Automatic Garage Doors. All automatic garage doors shall be equipped with an automatic safety reverse or other similar device which shall cause a downward traveling door encountering an obstacle to automatically reverse on contact. The garage door(s) shall be periodically inspected to insure compliance with this section.
   (e)   Hardware. All hardware required or used in accordance with this section shall be approved by the Building Department and shall conform with the requirements of the Ohio Basic Building Code and all pertinent requirements of the Codified Ordinances.
   (f)   Residential Buffer. The developer or unit owner's association, as the case may be, of a present or future condominium or conversion condominium development shall provide yard structures and landscape features in accordance with Chapter 1121 of the Codified Ordinances at side and rear lot lines and shall properly maintain same to provide a safe and attractive buffer for existing residences thereat. The unit owner's association shall maintain same upon assumption of control of the condominium property.
   (g)   Smoke Detectors. All units of a present or future condominium or conversion condominium development shall have installed at least one fire and smoke detector. The fire and smoke detector shall comply in all respects with Chapter 1509 of the Codified Ordinances and shall be mounted on a ceiling or wall not more than twelve inches from the ceiling, at a point centrally located in a corridor or area giving access to rooms used for sleeping purposes. Where sleeping rooms are on an upper level, the detector shall be placed at the center of the ceiling directly above the stairway. When activated, the detector shall provide an audible alarm in the unit. All common areas and facilities shall have such number as in the opinion of the Building Commissioner shall provide the maximum safety to the residents of such development. In future condominium developments a sprinkler system or other similar fire detection system shall be installed in all units and common areas facilities. No rental property which, as of the effective date of this section has not been constructed, shall be permitted to become a conversion condominium development which does not have a sprinkler system or other similar fire detection system. Every sprinkler system or other similar fire detection shall be approved and a permit issued therefore by the Fire Department.
