The normal order of procedure and the requirements for each step shall be as follows:
(a) Each plat considered ready for final approval shall be submitted to the Council Clerk accompanied by the fee for investigation as hereinafter set forth. The plat will be referred to the City Engineer, the Planning Commission and such Council committees as deemed necessary by Council. Upon review and favorable report, the plat will be returned to Council for final approval.
(c) Nothing herein shall preclude the submission to the Planning Commission of proposed plats for preliminary or tentative approval.
