No dedication of streets shall be accepted nor shall the subdivision of any land within the City be approved until the following improvements have been completed or provisions have been made guaranteeing all such improvements in conformity with this chapter as provided in Section 1111.15.

(a) Drainage. Adequate facilities shall be provided for the removal of surface water from all streets offered for dedication and from such other surfaces within the boundaries of the proposed subdivision as Council may determine, and for the discharge thereof to established watercourses or another approved culverted drainage system. All culverts, drains and other structures required in the prompt removal of such storm water shall be provided and shall be culverted in their entirety.
All open waterways draining an upstream area of 320 acres or less in any new subdivision accepted for record purposes by Council must be culverted as approved by the City Engineer, and as shown on plans approved for installation of required subdivision improvements before any building permit is issued. (b) Grading. All streets shall be graded to their full width as shown on dedication plans and to the grade and cross section approved by Council. Grading of adjoining surfaces may be required by Council.
(c) Water Mains. All streets offered for dedication shall be provided with water mains including fire hydrants, valves and accessories, with curb connections extending two feet beyond the paved area and shall make direct connection with an existing supply main. All such construction shall meet the approval of Council and shall conform to the requirements of the Cleveland City Water Department.
(d) Sewers. Sewers shall be provided in all streets offered for dedication and shall make direct connection to adequate facilities for discharge and disposal of the flows therefrom. All such sewers and drains shall be properly engineered and constructed and shall include sewer connections for each lot, which connections shall extend two feet beyond the paved area. Facilities furnishing a degree of treatment of sanitary sewage acceptable to the County Board of Health, shall be provided where outlet sanitary sewage treatment facilities are not reasonably accessible.
(e) Pavements. All streets offered for dedication shall include an improved roadway area of the width hereinafter set forth, extending the full length of each such street and connecting with existing improved road surfaces, if any, in all terminal and intersecting streets. Widths of pavement herein set forth are the measurement from back of curb to back of curb.

Construction roads, where authorized, shall be not less than twenty feet in width. Types of construction of all such roadways shall be equal to the following minimum standards and shall be subject to approval by Council.
Minimum Standard Specifications
The following shall be the minimum standards and the limitations governing their usage:
(1) Plain concrete pavement. A plain concrete pavement of seven-inch thickness with an integral curb will be permitted only where all underground utilities have been installed sufficiently in advance of paving to permit the backfill of the trenches to have weathered through an entire winter season.
(2) Reinforced concrete pavement. A reinforced concrete pavement of six-inch thickness with an integral curb will be required if paving is performed prior to the compaction of utility trenches as set forth in subsection (e)(1) above.
(3) Construction roads. Construction roads consisting of not less than seven inches of waterbound macadam with a bituminous surface treatment of not less than twenty-five pounds of aggregate per square yard of surface will be permitted to be constructed and used as a temporary pavement prior to the permanent pavement meeting the specifications set forth above. Such construction road shall be placed so that its crown will be at the elevation of the underside of the ultimate permanent pavement, and catch basins, ditches, etc. , shall be adjusted accordingly.
(4) Specifications. All construction shall conform to the requirements of the Construction and Material Specifications issued by the Ohio Department of Highways.
(f) Sidewalks. Sidewalks shall be constructed on each side of each street offered for dedication and all such walks shall connect with sidewalks in terminal and intersecting streets. Walks shall be of sandstone or concrete, not less than five feet in width, and shall conform in all respects with the provisions of ordinances pertaining thereto.
