305.02 POWER OF SAFETY DIRECTOR TO ADOPT LOCAL TRAFFIC REGULATIONS.
   The Safety Director is hereby authorized and empowered to:
   (a)   Make and enforce regulations necessary to effectuate the provisions of this Traffic Code, and to make and enforce temporary regulations governing emergencies or special conditions.
   (b)   Designate and maintain, by lines or other markings on the roadway surface, crosswalks at intersections where, in his opinion, there is particular danger to pedestrians crossing the roadway, and at such other places as he may deem necessary. (See Sections 301.09 and 371.01)
   (c)   Mark lanes for traffic on the roadway surface at such places as he may deem necessary and advisable, consistent with the provisions of this Traffic Code. (See Sections 301.18 and 331.08)
   (d)   Determine the right and left side of laned streets by marking or designating the center line of such streets. (See Sections 331.05 and 331.06)
   (e)   Temporarily establish a zone of quiet upon any street where a person is seriously ill, if requested to do so by the written statement of at least one registered physician certifying as to its necessity. The temporary zone of quiet shall embrace all territory within a radius of two hundred feet of the building occupied by the person named in the request of the physician. The temporary zone of quiet or any other zone of quiet shall be designated by placing at a conspicuous place in the street a sign bearing the words "quiet zone". (See Section 311.03)
   (f)   Declare any street or part thereof a play street and place appropriate signs or devices in the roadway indicating the same. (See Section 311.04)
   (g)   Determine the location of truck zones, and place and maintain appropriate signs indicating the same and the hours during which the provisions regarding such zones shall be applicable. (See Section 351.09)
   (h)   Designate and mark, by signs or appropriate auxiliary yellow lines upon the roadway surface, no passing or hazardous zones of any roadway, where it shall be unlawful to drive to the driver's left of such lines, whether for the purpose of overtaking or passing another vehicle or for any other purpose, except as otherwise provided by law. (See Section 331.07)
   (i)   Designate streets or parts thereof by erecting signs upon which there shall be no stopping, standing or parking of vehicles, or upon which there shall be no stopping, standing or parking for a limited time or during certain hours. (See Sections 301.21, 301.39 and 351.03(n))
   (j)   Designate one-way streets upon which vehicular traffic shall move in only one specific direction. (See Section 331.30)
   (k)   Temporarily close any street or portion thereof, or restrict the use thereof, when required by public safety or convenience. (See Section 331.26)
   (l)   Permit angle parking at designated places by appropriate signs or markings. (See Section 351.05)
   (m)   Determine what portions of the City are within business districts or within urban districts, and erect signs so indicating and setting forth the speeds therein. (See Sections 301.06, 301.50 and 333.03)
   (n)   Designate any street or highway as a through street or highway and require that all vehicles stop or yield the right of way as may be required before entering the same; or in residence districts designate certain streets or highways or portions thereof not to be through streets or highways despite the erection of stop signs or other official traffic control devices at intersecting streets. (See Sections 301.43, 313.02, 331.18 and 331.19)
   (o)   Designate any intersection as a stop intersection and erect stop signs thereat requiring drivers to stop at one or more entrances to such intersection. (See Sections 301.41 and 331.19)
   (p)   Designate any intersection as a yield intersection, and erect yield signs requiring drivers to yield the right of way as lawfully required. (See Sections 301.32 and 331.18)
   (q)   Erect signs directing slow-moving traffic to use a designated lane or allocating specified lanes to traffic moving in the same direction. (See Sections 331.08(c) and 331.01(b))
   (r)   Designate dangerous crossings over railroad tracks and erect stop signs thereat. (See Section 331.40(b))
   (s)   Place markers, buttons or signs within or adjacent to designated intersections and require that a specific course of direction be traveled by vehicles proceeding in lanes, by either prohibiting or requiring left-hand or right-hand turns to be made at such intersection. (See Section 331.10(d) )
   (t)   Erect "No U-Turn" signs at any location to prohibit a vehicle from being turned so as to proceed in the opposite direction. (See Section 331.12(b))
   (u)   Determine the location, number and type of, and install traffic control devices, signals and pedestrian control signals. (See Sections 301.46 and 301.47 and 313.03 to 313.06)
   (v)   Determine the location of any necessary bus stops and taxicab stands, and place and maintain signs indicating the same. (See Section 351.10)
   (w)   Erect signs at the entrance to streets or highways under local jurisdiction indicating "no trucks - gross weight 3.5 tons" or words of similar import, to prohibit the operation thereon of oversized or overweight vehicles or combinations of vehicles, except by special permit or for purposes of making deliveries or pickups. (See Section 339.02)

   (y)   Erect signs to prohibit a right turn against a steady red signal at any intersection. (See Section 313.03)
