(a) The Tax Incentive Review Council shall, on an annual basis, review all outstanding urban jobs and enterprise agreements, currently in effect, to determine whether such enterprises have complied with their terms.
(b) When determining whether aforesaid enterprises are in compliance with the terms of the outstanding agreements entered into, the Tax Incentive Review Council shall take into consideration fluctuations in the business cycle unique to any enterprise in question.
(c) The City Council may take any action available to a party to a contract to obtain compliance with the agreement.
