(a) Establishment. There is hereby created a Records Commission.
(b) Membership. The Commission shall be composed of the chief executive or his representative; chief fiscal officer; chief legal officer and a citizen appointed by the chief executive.
(c) Qualifications. The appointed member of the Commission shall be a resident of the City.
(d) Secretary. The City shall provide a Secretary for the Commission from its regular full-time employees.
