(a) All services performed by auxiliary police persons shall be on a voluntary basis and within the City, except as follows:
(1) Commencing July 1, 1979, the Chief of Police may assign auxiliary police to perform foot patrol and car patrol duty at or about Municipal playgrounds and properties for a period not to exceed twenty hours per week, per person.
(2) The Chief of Police may assign auxiliary police to perform traffic control duties as needed at IX Center Drive or in any other emergency situation throughout the City.
(b) The rate of pay for such duties shall be set by Council.
