The Council may authorize upon appeal in specific cases those variances from the strict application of the terms of this chapter as will not be contrary to the public interest when, owing to special conditions, a literal enforcement will result in unnecessary hardships, provided that the spirit of this chapter shall be observed and substantial justice done. Where a variance is granted, the Council may attach any conditions and safeguards as are deemed necessary to protect the general public interest or the character of the neighborhood, and may require a guarantee or bond to ensure compliance.
