This chapter may be amended in whole or in part by the Council, provided that any amendment shall either originate with or be submitted to the Commission for recommendation; and further provided that no such amendment shall be adopted without a public hearing having been held, in accordance with the provisions of VA Code, § 15.2- 2204.
