The director of finance shall be the head of the department of finance and the chief fiscal officer of the City. He or she shall be appointed by the mayor subject to confirmation by Council. He or she shall serve the mayor and Council as financial advisor in connection with municipal affairs. The director of finance shall appoint a person to be the clerk of Council, provided Council has been given notice of the director's appointee and does not reject the appointee by an affirmative vote within thirty days. The clerk of Council shall keep the records of Council and perform such other duties as may be required by this charter, by Council and by the director of finance. The director of finance shall keep the record, and shall authenticate all records, documents and instruments of the City on which authentication is proper. The director of finance shall examine all payrolls, bills and other claims against the City and shall issue no warrant unless he or she shall find that the claim is in proper form, correctly computed and duly approved, that it is due and payable and that an appropriation has been made therefor; and he or she shall perform such other duties consistent with his or her office as the mayor or Council may request, and shall perform all duties imposed upon municipal chief fiscal officers by the laws of Ohio.
