(a) The certificate of occupancy shall be issued for the occupancy of the building or premises by the Building Commissioner, or at his or her direction. No certificate of occupancy shall be issued unless inspection shows that the building or premises was constructed in full compliance with the building requirements of the Municipality and the Ohio Building Code and, further, that the completed structure or premises together with its intended use and its location upon the lot or land upon which it stands and the intended use of the lot or land itself conforms in all respects to the building and zoning ordinances of this Municipality.
(b) A certificate of occupancy shall be withheld until the violations are abated and the building or premises reconstructed or altered to conform to the requirements of the ordinances of the Municipality and the Ohio Building Code.
