(a) The Building Commissioner, with the advice of the Division of Police and/or Director of Public Safety, shall have the authority to promulgate any rules and regulations to enforce this Chapter.
(b) In the event that the State or Federal Government promulgates clean-up guidelines that are more stringent or that pre-empt local regulation, its clean-up guidelines shall prevail.
