8-4-6: WATER BILLS:
   A.   Penalty For Nonpayment: Bills for water usage shall be dated and sent out by the fifteenth of every month. Payments made online shall be credited to the account on the next business day. A penalty of ten percent (10%) shall be due if payment is not received by the Village on or before the due date, which is the last business day of the month. If payment has not been timely received, a late notice/shut off notice shall be sent and full payment must be remitted including payment of a ten dollars ($10.00) administrative fee in addition to any other fees or penalties.
   B.   Water Turnoff, Notice:
      1.   The Village of Broadview will send a notice to a resident and/or the owner of the property that their water bill has not been paid on or before the due date and such notice may state that water services shall cease on a date certain unless the bill is paid in full.
      2.   Once water services have been shut off, the Village of Broadview shall charge fifty dollars ($50.00) to restore water service.
      3.   All fees charged for restoration of water service are in addition to the amount owed for the unpaid water bill. The resident and/or the owner of the property must pay all fees for restoration of water service as well as the full amount owed for the unpaid water bill prior to the Village restoring water service. The fee to restore water service on the same day as the Village's receipt of full payment shall be one hundred dollars ($100.00), which is in addition to the payment of all other fees owed for the restoration of water service and for the unpaid water bill. In all other instances, water service shall be restored the next business day during the hours of seven o'clock (7:00) A.M. and ten o'clock (10:00) A.M., Monday through Friday.
      4.   Any person whose check is returned to the Village for nonsufficient funds shall be assessed a twenty five dollar ($25.00) fee as well as any fees charged to the Village as a result of the check being returned for nonsufficient funds. This fee is in addition to any fees owed to the Village for restoration of water service or for an unpaid water bill. After two (2) checks from the same individual, residence, or account are returned to the Village for nonsufficient funds, no checks shall be accepted by the Village from that individual, residence, or account and the individual must pay all future bills with a cashier's check or money order.
   C.   Lien Against The Property, Notice: In addition to any other provisions herein for the nonpayment of water bills, the Village may, pursuant to 65 Illinois Compiled Statutes 5/11-139-8, place a lien upon the real estate to which water service is provided for delinquent water charges. A notice of lien shall be filed with the recorder of deeds of registrar of titles setting forth the following information: 1) a description of the subject real estate; 2) the amount of money due for such service; and 3) the date when such amount became delinquent. The Village shall have the power to foreclose its lien as provided by statute. (Ord. 86-4, 3-17-1986; amd. Ord. 2019-27, 11-18-2019)
