8-3-8: PROHIBITED ACTS:
   A.   Injury To Trees And Shrubs: It shall be unlawful to injure any tree or shrub planted in any public place.
   B.   Attaching Signs And Advertisements: It shall be unlawful to attach any sign, advertisement or notice to any tree, shrub or post in any street, parkway or other public place.
   C.   Attaching Wires And Ropes: It shall be unlawful to attach any wire or rope to any tree or shrub in any public street, parkway or other public place without the permission of the village.
   D.   Landscaping Parkways: It shall be unlawful to plant shrubs or put any ornamental objects such as rocks, railroad ties, flower boxes, wagon wheels or to box in trees with additional dirt buildup on or in any public property. Anyone having such objects on their parkway must remove them within thirty (30) days of notification or the village will remove the objects at the property owner's expense. The village is not responsible for personal injury caused by foreign objects placed or planted by property owners on public parkways. (1987 Code; amd. Ord. 2001-019, 8-20-2001)
   E.   Tree Topping: It shall be unlawful as a normal practice for any person, firm, or village department to top any street tree, park tree, or other tree on public property. "Topping" is defined as the severe cutting back of limbs or stubs larger than three inches (3") in diameter within the tree's crown to such a degree so as to remove the normal canopy and disfigure the tree. Trees severely damaged by storms or other causes, or certain trees under utility wires or other obstructions where other pruning practices are impractical may be exempted from this subsection at the determination of the director of public works.
