The director of public works or assignee shall be in charge of administering the provisions of this chapter. It shall be the responsibility of the director of public works or assignee to monitor the care, preservation, pruning, planting, replanting, removal or disposition of trees and shrubs in all public areas. The director of public works or assignee, when requested by the village board of trustees, shall consider, investigate, report and recommend upon any special matter of question coming within the scope of this chapter.
