8-2-9: PROHIBITED ACTS AND CONDITIONS:
   A.   Injury To Pavements:
      1.   It shall be unlawful to walk upon, drive any vehicle or animal upon or injure any newly laid street or sidewalk pavement while the same is guarded by a warning sign or barricade.
      2.   It shall be unlawful for any person to cause or to do any injury to any sidewalk, street or alley in the Village, in any manner except as provided in this Chapter.
      3.   No person shall carelessly, negligently, maliciously or wilfully injure, destroy or deface any sidewalk, lamp, lamppost, street sign, or other property of the Village.
   B.   Obstructions:
      1.   It shall be unlawful for any person to obstruct in any manner any street, alley or sidewalk. The Chief of Police and/or Director of Public Works or assignee is authorized to remove or cause the removal of any obstruction in any such place.
      2.   No person shall congregate in a group on any corner or in front of any store in the Village in such manner as to congest the sidewalk or corner thus obstructing the free passage of passersby.
   C.   Encroachments: It shall be unlawful to erect or maintain any building or structure which encroaches on any public street or property.
   D.   Public Ways For Displays Or Sale Of Goods: It shall be unlawful for any person to use any street, sidewalk or other public place as a place for the display or sale of goods or merchandise of any kind.
   E.   Permitting Dangerous Conditions:
      1.   Placing Movables On Outside Windowsills: It shall be unlawful to place any movable article on any window or ledge, or other place abutting on a public street, alley or other public place and at a height above four feet (4') from the ground, in such a manner that the same can or is in danger of falling onto such street, sidewalk or other public place.
      2.   Scaffolds, Ladders, Tools: Any scaffolds or ladders placed in such a position that they overhang or can fall onto any public street, alley or other public way in the Village shall be firmly and properly constructed and safeguarded, and it shall be unlawful to place or leave any tools or articles on any such place in such a manner that the same can fall onto such street, sidewalk, or other public way from a greater height than four feet (4').
   F.   Marking Public Ways With Addresses: Only Village employees shall mark curbs, sidewalks or roadways with numbers signifying addresses in the Village. Any person violating this subsection shall be punished by a fine of up to seven hundred and fifty dollars ($750.00), and a violation of this subsection shall constitute a separate offense for each time such a violation occurs.
   G.   Placing Boards In Gutters: No person shall place boards in any gutter in the Village in order to make a crossover from the street onto any curb or sidewalk.
   H.   Playing Games On Streets: It shall be unlawful to play any games on any street, sidewalk or other public place in the Village. Unless permitted by the safety committee. (1987 Code; amd. Ord. CO-2023-15, 5-15-2023)
