Every owner or operator of a motor vehicle or motorcycle subject to the tax or license fee under this chapter shall make application with the Village Collector upon the appropriate form or forms furnished by the Collector setting forth the name and address of the applicant and a description of the motor vehicle or motorcycle and such further information as may reasonably be required. Upon the payment by the applicant of the license fee herein provided, the Village Collector shall issue or cause to be issued a license authorizing the use of such motor vehicle or motorcycle within the Village until the expiration of such license.
