It is hereby declared that the making, creation or maintenance of excessive, loud, raucous or unnecessary noise within the Village affects and endangers the public health, comfort, convenience, safety, and welfare of the people of the Village. The provisions and prohibitions hereinafter contained are enacted for the purpose of securing and promoting the public health, safety, and welfare of the Village and its residents.
