The local liquor control commissioner and the deputy local liquor control commissioner shall have the power to adopt such rules and regulations consistent with this chapter that the local liquor control commissioner and/or the deputy local liquor control commissioner deem(s) necessary to carry on his, her or their functions and duties and for the efficient administration of this chapter.
