The board of fire and police commissioners shall appoint all officers and members of the fire and police departments, except the chiefs of the police and fire departments, which appointments are retained by the president and board of trustees, and the deputy chiefs of the police and fire departments, which appointments are retained by their respective chief with the consent of the president and board of trustees. All appointments to such departments other than that of the lowest rank shall be from the rank next below that to which the appointment shall be made. (Ord. 11-69, 10-17-2011)
