The board of commissioners shall make such rules, appointments and removals, and shall have such other and further powers as is contained in an act as is specified "to provide for the appointment of a board of fire and police commissioners in all cities, villages, and incorporated towns of this state having a population of not less than seven thousand (7,000) nor more than two hundred thousand (200,000) and prescribing the powers and duties of such board," approved April 2, 1903, as amended 1 .
