The board may employ a secretary or may designate one of its own members to act as such. The secretary shall keep the minutes of the board's proceedings, shall be custodian of all papers pertaining to the business of the board, shall keep a record of all examinations held and shall perform such other duties as the board shall prescribe. The board of commissioners shall make such rules, appointments and removals, and shall have such other and further powers as is contained in an act as is specified "to provide for the appointment of a board of fire and police commissioners in all cities, villages, and incorporated towns of this state having a population of not less than seven thousand (7,000) nor more than two hundred thousand (200,000) and prescribing the powers and duties of such board," approved April 2, 1903, as amended 1 . The board of fire and police commissioners shall appoint all officers and members of the fire and police departments, except the chiefs of the police and fire departments, which appointments are retained by the president and board of trustees, and the deputy chiefs of the police and fire departments, which appointments are retained by their respective chief with the consent of the president and board of trustees. All appointments to such departments other than that of the lowest rank shall be from the rank next below that to which the appointment shall be made. (Ord. 11-69, 10-17-2011)
