(A) It shall be unlawful for any person to place vegetative matter generated from yards or gardens, tires, auto batteries, construction debris, large appliances and waste oil in any trash receptacle not specifically set aside for the purpose within the city limits.
(B) Vegetative matter generated from yards or gardens shall include, but not be limited to, grass clippings, leaves, branches, trees, or garden plants.

DUMPING GROUNDS
The city owns and operates the city dumping grounds through the Dump Caretaker. The City Council, for the purpose of defraying the cost of the care, management, and maintenance of the city dumping grounds, may each year levy a tax not to exceed the maximum limit prescribed by state law, on the actual valuation of all real estate and personal property within the corporate limits that is subject to taxation. The revenue from the tax shall be known as the Dump Fund and shall remain in the custody of the City Clerk/Treasurer. The Dump Caretaker shall have the direct management and control of the city dump and shall faithfully carry out the duties of his or her position. The City Council shall provide by ordinance for the management and operation of the dumping grounds and shall set the rates to be charged for services rendered by resolution and file the same in the office of the City Clerk/Treasurer for public inspection at any reasonable time.

(A) The city shall each year apply for a license to operate the city dumping grounds.
(B) Application shall be made to the Department of Environmental Control on forms provided by the Department.
(C) No fee shall be charged for the licensing.
(D) Each license so issued shall expire on October 1, following the date of issuance. It shall be the duty of the Dump Caretaker to comply with the rules and regulations prescribed by the Department of Environmental Control for the use and operation of the city dumping grounds.
