(a) No person shall own, keep or harbor any dog known by him, or which, in the exercise of reasonable diligence, he should know, to be suffering with rabies. Any person who shall be convicted of a violation of this subsection (a) shall be compelled to destroy such animal, in addition to any penalty which may be adjudged against him.
(b) Any police officer shall kill by shooting any dog known by him to be suffering with rabies. (1976 Code Sec. 4-19)
