GENERAL PROVISIONS
It shall be the duty of the owner, tenant or lessee causing the construction, demolition or moving of any building or improvement within the municipality to have during such work all excavations, open basements, building materials and debris protected by suitable guards or barricades by day and by warning lights at night. The failure, neglect or refusal of said persons to erect such guards shall constitute a violation of this section and the Utilities Superintendent shall stop all work until guards are erected and maintained, as required.

(A) It shall be unlawful to construct or alter any building or structure within the village corporate limits, including fences, when the cost of such construction exceeds $100, or where the effect of such construction or alteration is to enlarge the capacity or effect the bearing walls of any building or the roof thereof, without having first secured a permit therefor, from the Village Clerk. Building permits are required to be reviewed by the Village Board of Trustees for final action.
(B) Building permits are available, for a fee to be set by resolution of the Village Board, from the office of the Village Clerk.
