§ 36.01  FEE SCHEDULE.
   (A)   (1)   The municipality shall establish a schedule of rates and fees necessary to maintain various services or to secure various licenses.
      (2)   Said schedule of rates and fees shall be set at such a level as is necessary to ensure adequate revenue for the expenses of day-to-day operation, maintenance and long-term capital improvements or processing or to act as deterrent, whatever the case may be.

      (2)   Building permits do not need to be issued for the following:
         (a)   Patios and terraces (unless they will extend past the building setback line);
         (b)   Patio and terrace roofs not fully enclosed on the sides (unless they will extend past the building setback line);
         (c)   One-story detached accessory structures used as tool and storage sheds, playhouses and similar uses; provided, the floor area does not exceed 80 square feet (unless they will extend past the building setback line);
         (d)   Prefabricated swimming pools which are less than 24 inches deep and do not exceed 5,000 gallons and are installed entirely above ground;
         (e)   Shade cloth structures not enclosed on any sides, constructed for nursery, agricultural purposes or shelter for automobiles (unless they will extend past the building setback line);
         (f)   Swings and other playground equipment accessory to the public parks and family dwellings (unless they will extend past the building setback line);
         (g)   Shade metal structures not enclosed on any sides, constructed for nursery, agriculture purposes or shelter automobiles (unless they will extend past the building setback line); and
         (h)   Replacing driveway.

   (C)   (1)   Any amounts owed to the village pursuant to this section shall accrue interest at the rate of 16% per annum effective 15 days after the date of billing.
      (2)   In addition, a late payment charge of $10 per month shall be imposed on any past due accounts owed to the village pursuant to this section on all accounts not paid within 15 days of the date of billing.
