§ 30.71 DIVISION OF TRAFFIC ENGINEERING AND SAFETY.
   (A)   There is established a division of traffic engineering and safety within the Department of Safety, and the Safety Director shall have full powers granted under R.C. § 737.022.
   (B)   The Safety Director shall have full power to promulgate all traffic regulations set forth in R.C. § 737.022, including the power to prohibit parking on streets, alleys, highways, or public property at designated locations under times and conditions as promulgated by the Safety Director . All traffic regulations issued by the Safety Director shall immediately become part of the traffic control file as official signs.
   (C)   The Safety Director shall consult with the Traffic Commission to determine standard guidelines for normal traffic control and for emergency traffic control under extreme snow or other conditions that would impede normal traffic. Traffic control regulations ordered by the Safety Director shall be reviewed by the Traffic Commission within 90 days of the Safety Director’s order. All traffic regulations are subject to the procedures promulgated in § 70.66. In emergency conditions the Safety Director shall have the power to prohibit parking on streets, alleys, highways, or public property at locations and times determined by the Safety Director independent of any official action of the Traffic Commission. No such emergency regulation shall remain in effect for more than 90 days without the approval of the Traffic Commission.
   (D)   Such rules and regulations shall be issued by posting or publishing them in the same manner as any ordinance of this city.
   (E)   Violation of any rule and regulation shall be a minor misdemeanor and shall further enable the impounding, towing, or removal of motor vehicles parked in prohibited areas as provided in § 76.03. The owner of such vehicle shall pay all towing or storage charges incurred directly to the person or company towing or storing the vehicle and in addition pay the charges set forth under § 70.33.
