§ 30.20 GENERAL PROVISIONS.
   (A)   The administrative services of the city shall be divided under the Mayor into the following bureaus and departments and heads thereof.
      (1)   Bureau of Public Services.
      (2)   Bureau of Public Safety.
      (3)   Bureau of Administrative Services.
      (4)   Bureau of Public Infrastructure.
      (5)   Department of Law.
      (6)   Department of Finance.
      (7)   Department of Public Works.
      (8)   Department of Parks and Recreation.
      (9)   Department of Safety.
      (10)   Department of Public Utilities.
      (11)   Department of Planning.
      (12)   Department of Human Resources.
      (13)   Department of Engineering.
      (14)   Department of Communications.
      (15)   Director of Public Services.
      (16)   Director of Public Safety.
      (17)   Director of Administrative Services.
      (18)   Director of Public Infrastructure.
      (19)   City Attorney.
      (20)   Finance Director.
      (21)   Public Works Director.
      (22)   Parks and Recreation Director.
      (23)   Safety Director.
      (24)   Public Utilities Director.
      (25)   Planning Director.
      (26)   Human Resources Director.
      (27)   Engineering Director.
      (28)   Communications Director.
   (B)   Except for the purpose of inquiry or investigation, Council and its members shall deal with the administrative service only through the office of the Mayor.
   (C)   Each city bureau shall be headed by an executive director and each department shall be headed by a director who shall devote to his or her duties the time their proper performance requires. With the exception of the Departments of Finance, Law, and Utilities, the Mayor shall appoint and remove all bureau and department heads. The supervision and organization of departments shall be determined by the Mayor.
