Each city department shall be headed by a full time or part time director. With the exception of the departments of finance, law, and municipal utilities, the mayor shall appoint and remove all department heads. With the exception of the departments of finance, law, and municipal utilities, 2 or more departments may be headed by the same person and the administrator may serve as the director of one or more departments in addition to his duties as administrator when so instructed by the mayor.
