a. Pedestrians shall be subject to traffic-control signals at intersections.
b. Except as provided hereinbelow, where traffic-control signals are not in place or in operation, the operator of a vehicle shall yield the right-of-way to a pedestrian crossing the roadway within any marked crosswalk or within any unmarked crosswalk at an intersection. If necessary in order to yield the right-of-way, the operator shall slow down or stop.
1. Whenever a vehicle is stopped at a marked crosswalk or at any unmarked crosswalk at an intersection, to permit a pedestrian to cross the roadway, the operator of any other vehicle approaching from the rear shall not overtake and pass the stopped vehicle.
2. Every pedestrian crossing a roadway at any point other than within a marked crosswalk or within an unmarked crosswalk at an intersection shall yield the right-of-way to all vehicles upon the roadway.
3. Any pedestrian crossing on the roadway at a point where a pedestrian tunnel or overhead pedestrian crossing has been provided shall yield the right-of-way to all vehicles upon the roadway.
4. Between adjacent intersections at which traffic-control signals are in operation, pedestrians shall not cross at any place except in marked crosswalk.
5. Notwithstanding the provisions of this Section, every operator of a vehicle shall exercise due care to avoid colliding with any pedestrian upon any roadway, shall give warning by sounding the horn when necessary and shall exercise proper precaution upon observing a child or a confused or incapacitated person upon a roadway.
c. Pedestrians shall move, whenever practicable, upon the right half of crosswalks.
d. Pedestrians shall at all times, when walking on or along a highway, walk on the left side of the highway.
