A special event permit may be issued only after adequate waste disposal facilities have been identified and obtained by permittee. Permittee will clean the right-of-way or other public property of rubbish and debris, returning it to its pre-event condition immediately at the conclusion of the event. If the permittee fails to clean up such refuse, such clean up shall be arranged by the City and the costs charged to permittee.
