Any person aggrieved shall have the right to appeal the denial of a special event permit to the City Manager. The appeal shall be accepted within seven (7) business days after the date of the denial notice by filing a written notice with the Office of City Clerk. The City Manager shall act upon the appeal within seven (7) business days after its receipt.
