22-3.16   Restrictions Upon Use of Streets by Certain Vehicles.
   a.   The Director of Public Works or his designee is hereby authorized to determine and designate those heavily traveled streets upon which motor-driven cycles, bicycles, horse- drawn vehicles or non-motorized traffic shall be prohibited and shall erect appropriate signs giving notice thereof.
   b.    When signs are so erected giving notice thereof, no person shall disobey the restrictions stated on such signs.
