In preparing and maintaining the classification plan as called for in this Chapter, the Human Resources Director shall ascertain the duties, authority, and responsibility of all positions subject to the Chapter. After consultation with department heads and employees, he shall prepare and recommend to the City Manager a position classification plan which shall group all positions in the classified service in classes, based on their duties, authority and responsibilities. The position classification plan shall set forth for each class or position a class title, a statement of duties, authority and responsibilities thereof, and the qualifications that are necessary or desirable for the satisfactory performance of the duties of the position.
