Except as otherwise provided below, any violation of this Chapter, including any person who smokes in an area where smoking is prohibited, shall be classified as a civil violation and shall be enforced through the Code Enforcement and Nuisance Board as set out in Chapter 2 of this Code of Ordinances. Violations of this Chapter shall be initiated by the issuance of a notice of violation or a citation delivered to the violator at his last known address.
