11-6.03   Creation of Job Development Incentive Program.
   There is hereby established the Job Development Incentive Program by which employee withholding credits may be made available to eligible companies upon the terms and conditions set forth in this Subchapter. The credits shall consist of employee withholdings generated by the new jobs created by the eligible company.
