The applicant shall notify the administering agency when the project is complete and the administering agency shall then conduct an on-site inspection of the property for purposes of verifying the improvements. The administering agency shall issue a moratorium certificate only if all provisions of this Section and the Kentucky Revised Statutes are satisfied and the project is completed and the improvements verified. Within ten days of the issuance of a moratorium certificate, the administering agency shall file a certified true copy of it with the City of Bowling Green City Finance Department.
