11-2.01   City Manager to Submit.
The City Manager shall prepare and submit, once each year, to the Board of Commissioners a budget for the ensuing fiscal year. The Board of Commissioners shall set a time and place for a public meeting on the proposed budget, and the budget shall not be adopted until the public meeting is held. The Board of Commissioners shall thereupon pass an annual appropriation ordinance based on the budget submitted by the City Manager.
