This Chapter shall not be construed to relieve from nor lessen the responsibility of any person owning, operating or installing any electrical wires, appliances, apparatus, construction or equipment for damages to anyone injured by any defect therein, nor shall the City or any agent thereof be held as assuming any such liability by reason of inspection authorized in this Chapter or the certificate of approval issued by the Electrical Inspector.
