No person shall possess an open container, drink or consume any beer or any other alcoholic beverage in or on any playground, park, golf course, cemetery or any other area or ground maintained or owned by the City of Bowling Green, except on such property for which an alcoholic beverage license has been approved. The City Manager is delegated the authority to sign applications and other documents necessary to obtain the appropriate alcoholic beverage license on behalf of the City.
