7-7.04   Costs.
   The Authority specifically reserves the right to charge the franchisee for any costs incidental to the awarding, renewing, transferring, modifying and enforcing the terms of the franchise including but not limited to consultant fees and legal fees. The amount of any charge, if any, shall be negotiated as part of the franchise agreement.
