An application for modification of a franchise shall provide all information as required by the Authority including, but not limited to the specific modification requested; the justification for the requested modification, including the impact of the requested modification on subscribers and others, and the impact on the applicant if the modification is not approved; and any other information required by the Authority to make a determination.
