No person or cable operator, other than the City of Bowling Green or Warren County or the Bowling Green-Warren County Cable Franchise Authority, shall operate or maintain a cable television system without having first obtained a nonexclusive franchise and executing a franchise agreement with the Authority. Such franchise shall not take the place of any other license or permit which may be required by the grantee in order to conduct a business.
