The Humane Society, or such other persons or organizations as may be designated by the Board of Commissioners, shall cause any animal not redeemed after being impounded for five (5) days or more to be disposed of in a humane manner or allowed to be adopted; provided however, that no animal shall be disposed of until a reasonable effort is made to contact its owner.
