2-21.11   Legal Counsel.
   Each case before the Board shall be presented by an attorney selected by the City or by a Code Enforcement Officer for the City. The City Attorney may either be counsel to the Board or may present cases before the Board, but in no case shall the City Attorney serve in both capacities.
