The functions of the Commission shall include the following:
a. The Commission shall encourage fair treatment and equal opportunity for all persons regardless of race, color, religion, national origin, sex, age over forty (40), disability or familial status in connection with housing accommodation; shall promote mutual understanding and respect among all economic, social, racial, religious and ethnic groups; and shall endeavor to eliminate discrimination against and antagonism between religious, racial and ethnic groups.
b. The Commission shall administer such enforceable ordinances forbidding discrimination as the Board of Commissioners may enact.
