While the Audit Committee has the powers and duties set forth hereinabove, it shall not be the duty of the Audit Committee to plan or conduct audits, nor to determine that the financial statements and disclosures are complete and accurate and are in accordance with generally accepted principles and applicable rules and regulation. These are the responsibilities of City management and the external auditor.
