2-2.13   Minutes.
   Minutes of all regular and special meetings of the Board of Commissioners shall be recorded and maintained in the Office of the City Clerk. The minutes shall reflect the date, time and place of the regular or special meeting, the members recorded as either present or absent, a general description of matters proposed, discussed or decided and a record of any votes taken.
   Any member of the Board of Commissioners or member of the public who reads a written statement at the regular or special meeting may request at that meeting that a copy of the written statement be included in the minutes. Approval of the minutes shall be considered at the next regular meeting of the Board. Any member of the Board of Commissioners may request an amendment or correction to the minutes to accurately reflect the substance of the prior meeting. If any other member of the Board objects to such amendment or correction, a majority vote of the Board shall be necessary to adopt the amendment or correction.
