2-2.09   Authority to Create Departments; Prescribed Functions.
   The Board of Commissioners may, upon the written advice of the City Manager, create by ordinance such administrative departments as in the judgment of the Board are reasonably required for the efficient, orderly and economical administration of the business affairs of the City, and prescribe the functions of each department.
