§ 113.008 LICENSE NOT TRANSFERABLE.
   A license granted is a personal license for the person to whom the license is issued and shall not be sold, destroyed or transferred except upon permission given by the City Council.

§ 113.009 REVOCATION OF LICENSE.
   (A)   In the event that the holder of the license or the license-holder’s assigns fail to conform to, abide by, and enforce each and all of the above conditions and restrictions; allow the same to become a resort of dissolute or disreputable persons; or violate any laws of the state or ordinances of the city, then the Mayor may revoke the license so granted, and cause the premises to be closed on any formal charge, whenever the Mayor is of the opinion that the interest of the city demands such revocation. The Mayor shall report the reasons for the revocation to the City Council at a meeting to be held not less than five days, nor more than ten days, after the revocation. If the Mayor fails or refuses to file with the City Clerk a statement in writing of the reasons for the revocation, or with the Council by a majority vote of all its members, disapproval of the revocation, the license becomes restored to the licensee.
   (B)   No license shall be revoked the second time for the same offense.

CARNIVALS
§ 113.020 COMPLIANCE WITH REGULATIONS REQUIRED.
   No person shall conduct or carry on a carnival within the city limits without having complied with the regulations hereinafter set forth and paying the license fee provided for.

§ 113.021 APPLICATION FOR LICENSE.
   (A)   Any person desiring to conduct or carry on a carnival within the city limits shall make application to the Mayor for a license to carry on or conduct the carnival.
   (B)   The application shall set forth the period of time during which it is desired to conduct the carnival, which period of time shall be not longer than ten successive days; the place which the carnival is to be held; a brief description of the types of amusements, games of chance and other enterprises to be carried on and conducted in connection with the carnival; the purpose for which the carnival is to be held and the application to be made of the profits, if any, accruing from the carrying on of the carnival.

§ 113.022 APPROVAL; ISSUANCE OF LICENSE.
   If the application provided for in § 113.021 of this chapter meets with approval of the Mayor, the Mayor shall issue or cause to be issued to the person making an application, a license to carry on and conduct a carnival.
