§ 395.14 Suspension of License for Violations.
The Chief of Police or his or her designee may immediately suspend a license, pending a hearing, if the licensee, or any person working on behalf of the licensee, is determined to be conducting business in an unlawful manner, any manner that constitutes a breach of the peace or a menace to the health, safety, or general welfare of the public, or after repeated complaints received regarding conduct of business practices or method of solicitation.

§ 395.15 Violations and Penalties.
Any person or entity violating the provisions of this section is guilty of a misdemeanor under state law and shall be punished by a fine or by imprisonment, or both, together with the costs of prosecution. Each violation of this section shall constitute a separate offense. The facts leading to arrests, charges, or conviction of a violation of this section, while not required, may be considered in identifying grounds for the nonrenewal, suspension, denial or revocation of any license issued under this section.

§ 395.16 Severability.
If any subsection, sentence, clause, or phrase of this section is for any reason held to be invalid, such decision shall not affect the validity of the remaining portions of this section. The City Council hereby declares that it would have adopted the section in each section, subsection, sentence, clause, or phrase thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses, or phrases be declared invalid.
